Well, they are marketplaces for graphics, wordpress templates, web elements, business cards and much more. It can be compared to a stock site, where the main difference is that you get full access to layered photoshop files, HTML and CSS templates, vector files and a whole lot more.
On Graphic River you can buy layered photoshop items at the low cost of $1.00! For example, you can get these business cards for $3.00!
Theme Forest on the other hand, sells site templates, wordpress templates, .PSD templates and theme templates. You can get a .PSD template for $6.00 and a WordPress template from $20.00 to $35.00. Pretty cheap if you ask me! I suggest that you go a ahead and join the network
